  • 2012 Adoptions: 154 children
  • Hague Accredited: No
  • Estimated Total Cost: $25,000 to $40,000
  • Profile of Children: 52% are between one and four years old. 42% are between five and 17 (2011).
  • Parent Ages: Parents must be at least 35 years old. In the case of married couples, one spouse may be under 35, provided they have been married for ten years and have no biological children. Adoptive parents must be at least 19 years older than the child.
  • Family Status: Married couples and singles may adopt. Parents who already have children need a waiver, which is commonly granted.
  • Travel: At least two trips lasting about a week each are required.
  • Timeline: About 18 months from dossier submission to placement, although has taken up to 24 months in the past.

In July of 2012, the Haitian Parliament declared its intention to become a Hague Adoption Convention partner. Although Haiti is not yet a party to the Convention, it has started changing its adoption procedures in preparation. The Institut du Bien-Être Sociale et de Recherches (IBESR), Haiti’s adoption authority, plans to regulate and authorize orphanages and children’s homes, and implement an authorization process for adoption service providers. Changes in procedure make it unlikely that adoptive parents will meet their child before they are officially matched.
